This report argues that there is no meaningful assessment of value in healthcare without equity and calls for fundamental—not incremental—changes to health technology assessment (HTA). Drawing on multi-stakeholder interviews and roundtables, it presents a framework and action blueprint to embed equity across HTA by rebalancing power toward patients and caregivers, improving representativeness and transparency of data, adopting mixed and equity-focused methods, and clearly communicating impacts and limitations. The report emphasizes accountability among funders, payers, researchers, and policymakers to ensure HTA reduces disparities rather than perpetuates them.
